Signing of MOU between Office of Censorship and Deal Corp Finance Limited

A Memorandum of Agreement was signed between the Office of Censorship and Deal Corp Finance Limited on Thursday, 4 December 2025, to help ensure Office of Censorship staff have access to benefits when taking and repaying a loan.

The arrangement emerged from discussions between the Office of Censorship Corporate Service Division – Human Resource Management and the Deal Corp Finance Limited team. The dialogue gave the Office of Censorship HR team an opportunity to agree on interest rates for different tiers within the organisation.

Mrs. Lovelyn Douglas, Enforcement and Compliance Executive Manager, officiated the signing ceremony on behalf of management. She noted the importance of the small yet significant event, observing that many public servants seek loans for school fees and other expenses.

“It is good that Deal Corp Finance Limited are here so when staff of Censorship need loans, they can come to you for assistance. Most of them are young so they will apply for loans for their children’s school fees,” said Mrs. Douglas.

Mrs. Douglas added that this was the first time a finance company had sought a partnership with the Office of Censorship.

Deal Corp Finance Limited Chief Executive Officer, Mr. Ellison Pidik, said agreements such as this reflect the company’s aim to bring services directly to employees. He said the company wants to take a different approach from other institutions, including commercial banks.

Mr. Pidik, who previously worked at the Central Bank of Papua New Guinea for twenty-nine years, said Deal Corp Finance Limited seeks to view each customer as a person with needs and dreams, who can aspire to be a stronger employee of Papua New Guinea.

“What I have seen in my work at the Central Bank, the information that comes to us, a lot of customers, they are in bad shape,” he said.

Mr. Pidik said he and his team are discussing the best ways to deliver services and opportunities to customers, with the employees of the Office of Censorship among their priorities.

In her closing remarks, Ms. Joan Nion, Manager Human Resource, thanked the Office of Censorship management for allowing the agreement to proceed and acknowledged senior leaders and representatives from different divisions who attended the signing.

She described the agreement as a one-of-a-kind opportunity for the Office of Censorship. “The interest rates were something we had to discuss and agree upon for your benefit. They offer not only loans but refinancing importantly and apart from that, training and financial literacy,” said Ms. Nion.

Deal Corp Finance Limited is a Papua New Guinean finance company incorporated by the Investment Promotion Authority and focused on responsible lending solutions.
